Neighbourhood Plan begins to shape Hemmant

HEMMANT-LYTTON NEIGHBOURHOOD PLAN (SOURCE: BRISMAP)

Last year, I advised that the Hemmant-Lytton Neighbourhood Plan was adopted by Council (previous article).

As I mentioned, the aim of this neighbourhood plan is to foster economic growth while protecting the natural environment and meeting the needs of the local community for a more connected suburb.

Hemmant will soon begin to benefit from this neighbourhood plan, with new developments in the areas we have targeted for new growth now starting to take shape.

AREAS 1, 2 & 3

AREA 1: MIBA

You may recall Council originally proposed a Mixed Industry & Business area for Zone 1.

After community feedack this was withdrawn, and as such the area remains zoned for residential use.

AREA 2: EMERGING COMMUNITY

NEW DEVELOPMENT APPLICATIONS

Since the neighbourhood plan was adopted, there have been a number of new development applications submitted through Council.

Some sites within the Hemmant-Lytton Area 2 with new development plans include:

  • 20 Oswald St, Hemmant

  • 96 Gross Ave, Hemmant

  • 261 & 273 Hemmant-Tingalpa Rd, Hemmant

20 OSWALD ST, HEMMANT

Recognifuration is planned for 20 Oswald St, Hemmant with Council approving subdivision plans for 18 new lots, subject to conditions (application A004629416).

In response, the developers submitted an appeal against a council requirement to pipe stormwater to a nearby creek.

They have since withrawn this appeal.

96 GROSS AVE, HEMMANT

Subdivision plans have also been approved for 96 Gross Ave, with 1 lot to be reconfigured into 18 residential lots (A004624663).

261 & 273 HEMMANT-TINGALPA RD, HEMMANT

Subdivision plans have been summitted to reconfigure 2 lots into 36 lots, at 261 & 273 Hemmant-Tingalpa Rd, Hemmant (A004835643).

AREA 3: BULIMBA CREEK VILLAGE

Area 3 is a site owned wholly by Juxgold Group Pty Ltd, and set to be developed into a 600-lot masterplanned community, consisting of Low-Density and Low-Medium Density dwellings.

The development will include extensive land rehabilitation and revegetation, new trunk infrastructure including road, sewer and bikeway connections.

In addition, exisitng Hemmant residents will benefit by the connection of Carmichael Park at Tingalpa with the rest of Hemmant via a pedestrian bridge.

Council requires the developers to siganlise the intersection of Hemmant and Tingalpa Road and Wynnum Road as part of their contributed infrastructure.

The project is in the final stages of gaining operational works permits with an expected start in Q3 2018.

ENVIRONMENTAL MANAGEMENT ZONING

The balance of existing Rural Residential sites outside exisitng Low Density Residential (LD) Areas were zoned Environmental Management (EM), to further protect Hemmant's reputation as a rural lifestyle suburb.

Environmental Management Zoning protects the natural features of the land, while still allowing residents to build, maintain and renovate their properties as they see fit.
